And "Parson" Brownlow essentially forced Tennessee back into the Union by denying suffrage to anyone who had been a Confederate, which was a majority of the state's population; this policy was one of the reasons for the initial growth of the Klan in Tennessee. Forrest stepped down from leadership of the Klan and essentially ordered it disbanded after Brownlow became a US Senator and was replaced as governor by DeWitt Clinton Senter, who restored voting rights to the former Confederates. But by that time the Klan had become the terrorist wing of the southern Democrat party and Forrest's directive was largely ignored by various Klan groups throughout the South.
